WASHINGTON—President Biden’s domestic agenda hung in the balance Thursday, as Democratic leaders moved toward a planned House vote on a $1 trillion infrastructure bill many progressive Democrats threatened to oppose.

House Speaker Nancy Pelosi (D., Calif.) said Thursday morning that the House was “proceeding in a very positive way” toward voting on the bill later in the day as planned, despite the uncertainties around whether it could pass. “We’re on a path to win the vote,” she said. “I don’t want to even consider any options other than that.”
